PUNJAB : Disaster Preparedness Training Continues under YAMS Scheme


Roopnagar , Feb 3(WISHAVWARTA)  The ongoing Disaster Preparedness Training Programme is being organized under the Yuva Aapda Mitra Scheme (YAMS) and is being conducted under the guidance of Course Director Col. Dalbir Singh at the Mahatma Gandhi State Institute of Public Administration (MGSIPA), Punjab.


The day commenced with an intensive and highly informative session conducted by the Punjab Fire
Services, focusing on real-world emergency response techniques, fire safety measures, and
standard operating procedures during disaster situations. Fire department officials delivered both
theoretical inputs and hands-on practical training, enabling participants to understand the
challenges faced during rescue operations and emergency response.


This was followed by a dedicated session on CSSR (Collapsed Structure Search and Rescue),
where trainees were introduced to the principles and techniques used during rescue operations in
collapsed buildings. The session covered hazard identification, victim search methods, safe
approach techniques, use of basic rescue tools, and coordination during structural collapse
scenarios. Emphasis was laid on rescuer safety, team coordination, and systematic search
procedures.


During the practical training sessions, participants were exposed to various field-based rescue
activities including rappelling, jumaring (rope ascending), tree climbing, CPR (Cardiopulmonary
Resuscitation), collapsed structure rescue techniques, and safe lifting and shifting of injured
persons. These activities were designed to build confidence, physical endurance, and quick
decision-making abilities among trainees.


Participants actively engaged in simulated rescue scenarios under expert supervision, gaining
valuable hands-on experience in teamwork, safety management, and emergency preparedness,
thereby enhancing their readiness to respond effectively during emergencies such as fires, building
collapses, floods, and medical crises.

DAY-1 :  National Disaster Management and Preparedness Programme

Roopnagar | 30 January 2026

A National Disaster Management and Preparedness Programme under the YUVA Aapda Mitra Scheme was successfully started at Roopnagar with the participation of 21 PB Battalion NCC cadets.

The programme opened with a welcome address by Col. R. K. Chauhan, who stressed the importance of preparedness for natural and man-made disasters and highlighted the vital role of youth in building community resilience. An overview of the YUVA Aapda Mitra Scheme and the responsibilities of trained volunteers was also shared, followed by the introduction of the training team.

Registration of NCC cadets was carried out after the inaugural session, and a group photograph was taken to mark the occasion.

A technical session on the basics of disaster preparedness and management was conducted, during which key concepts such as Hazard, Vulnerability, Risk, and Capacity (HVRC) were explained in a simple and practical manner. Emphasis was laid on teamwork, coordination, and discipline during emergency situations.

Post-lunch, cadets participated in a field-based mapping exercise, identifying disaster-prone areas, vulnerable locations, available resources, and safe zones in the nearby area.

The programme concluded with positive feedback, as participants gained practical knowledge of disaster preparedness, teamwork, and community-level planning.
