PUNJAB NEWS: No Kite Flying with China Dor, Cautions District Administration to Kite lovers
To be treated as a Punishable Offence with a provision of imprisonment up to five years besides a fine of up to Rs 1 lakh
SAS Nagar, August 3, 2024 (Satish Kumar Puppy):- Cautioning the general public of the use of China Dor (thread) to fly Kite, the District Administration SAS Nagar said that it may attract a punishment of up to five years besides a fine amounting to Rs One lakh.
Divulging the details, Deputy Commissioner Mrs Aashika Jain said that there is a complete ban on the manufacture, sale, production, storage, purchase, supply, import and use of kite flying thread made out of nylon, plastic or any other synthetic material including the popularly known “Chinese Dor/manjha” and any other synthetic kite-flying thread which is quoted with synthetic substance & is non-biodegradable, in the State of Punjab. In compliance with orders dated 11.07.2017 passed by the National Green Tribunal in OA No. 384 of 2016 & OA No. 442 of 2016, the Government of Punjab, Department of Science, Technology & Environment, while exercising the powers conferred u/s 5 of Environment (Protection) Act, 1986, vide its Notification No. 3/25/23-STE4/293 dt 05.07.2023 has issued detailed guidelines to curb the use of China Dor, she added.
Environmental Engineer, Punjab Pollution Control Board, SAS Nagar district, Rantej Sharma added that Kite flying shall be permissible only with a cotton thread, free from any sharp/metallic glass components/adhesive/thread strengthening materials.
He further said that despite the ban, the number of serious accidents, human injuries and killing of innocent birds and animals are still being reported/noticed due to the use of “Chinese dor, Nylon/synthetic thread” etc. for kite flying.
The violation of directions issued under section 5 of the Environment (Protection) Act, 1986 or the rules made there under shall be punishable under section 15 of the said Act, which includes imprisonment of up to five years and/or with fine which may be extended to rupees One lakh or with both.
All the Executive Magistrates in the State of Punjab, Officers of the rank of Tehsildar and above of the Revenue Department Government of Punjab, officers of the rank of Wildlife Inspectors and above of the Forest Department Government of Punjab, Officers of the rank of Sub-Inspectors and above of the Punjab Police, Class C and above officials of the Municipal Bodies of the State of Punjab and Officers and the rank of Assistant Environmental Engineers and above of Punjab Pollution Control Board have been authorized to take action against the violator to curb the menace of China Dor.
The public is requested to avoid the use of banned China Dor (thread) & inform their relatives/ friends and give information at the contact number of the *District Control Room (DC Office) 0172-2219506,* in case anyone is found using the same.
