DHURI; 19th August 2026 (WISHAVWARTA);- At the ‘Teeyan Da Mela’ in Dhuri, Chief Minister Bhagwant Singh Mann said Punjab’s daughters are no longer to be seen as “becharis” (helpless) but as “shernis” (lionesses), excelling across every field and emerging as a strong force behind the state’s progress. Emphasising women’s economic empowerment and dignity, he highlighted that more than 75 lakh women are receiving ₹1,000-₹1,500 every month under the Mawan-Dheeyan Satkar Yojna, while 3 lakh women linked with 29,000 Self-Help Groups have been supported with ₹631 crore in interest-free loans. He said such efforts, alongside celebrations like ‘Teeyan Da Mela’ that preserve Punjab’s rich folk traditions and cultural heritage, are helping build a stronger and ‘Rangla Punjab’.
Sharing a few snippets from this auspicious occasion, CM Bhagwant Singh Mann stated on X: “Today, on the occasion of the festival of ‘Teeyan’, I shared moments of joy with mothers and sisters in Dhuri. I am very happy to share that 75.24 lakh mothers and sisters have received the Samman Rashi, and the remaining sisters will also soon receive this gift on the occasion of Raksha Bandhan. Today, our daughters are excelling in every field and emerging not as “becharis” but as “shernis” (lionesses). Our government remains continuously committed to ensuring the dignity and respect of women and making the responsibilities of every household easier.”

Addressing the gathering during ‘Teeyan Da Mela’ at Saffron Palms, Dhuri, accompanied by his wife Dr. Gurpreet Kaur Mann, CM Bhagwant Singh Mann said, “Punjab cannot become a front runner in the country without the full participation of women in governance, economy and politics. It is the need of the hour that girls become active participants in the decision-making process for carving out a more progressive Punjab,” he said, adding that it was a matter of immense pride and satisfaction that girls were excelling in all fields today and scaling new heights in various arenas.
The Chief Minister said that ‘Teeyan Da Mela’ is a special celebration dedicated to Punjab’s rich cultural heritage, folk traditions and folk songs. “Teeyan symbolises joy, enthusiasm, togetherness and familial love in Punjabi culture. The festival is an effort to connect the younger generation with Punjab’s traditional customs, folk traditions and cultural values,” he added.
CM Bhagwant Singh Mann said that the festival of Teeyan is primarily associated with the joy and celebrations of Punjab’s daughters, sisters and women. “Giddha, boliyan, folk songs, phulkari, Punjabi attire and traditional folk arts are integral to Punjab’s cultural identity. ‘Teeyan Da Mela’ provides an important platform for preserving these folk arts and passing them on to future generations,” noted the Chief Minister.

CM Bhagwant Singh Mann stated, “In today’s fast-paced and increasingly digital world, it is essential to connect children and youth with their roots and cultural heritage. If we fail to pass on our language, folk songs, folk dances, traditional attire and customs to the next generation, this rich heritage may gradually disappear from our lives.” He said that such events therefore play an important role in preserving cultural heritage and creating an intergenerational cultural connection.
The Chief Minister said that today, the women of Punjab are excelling in every field, including education, sports, administration, business, art and agriculture, and are emerging as a strong force behind the state’s progress. “Cultural events provide women with opportunities to showcase their talent and further strengthen their identity and confidence,” he added.
CM Bhagwant Singh Mann said that folk songs, boliyan and folk literature have played a vital role in transmitting the Punjabi language and cultural traditions from one generation to another. He said that ‘Teeyan Da Mela’ is part of this larger effort to reconnect the people of Punjab with their heritage and take cultural activities forward to the younger generation.
“It is a matter of immense pride and satisfaction that the daughters of Punjab have proved their mettle in every field and today they are a powerful force driving the state’s progress,” he said.
The Chief Minister said that in recognition of the dignity and respect of women, the Punjab Government has launched the ‘Mawan-Dheeyan Satkar Yojna’.
He said that under the scheme, more than 75 lakh women have been registered so far and as of August 1, 2026, financial assistance worth ₹2,274.42 crore has been deposited directly into the bank accounts of eligible beneficiaries. Bhagwant Singh Mann appealed to all the remaining women to get themselves registered as well for the scheme and avail the benefits of the scheme.
CM Bhagwant Singh Mann said that out of 23 districts in the state, nine have women Deputy Commissioners and eight have women Senior Superintendent of Police. “This is the reflection of the fact that given a chance the girls can achieve any target in life,” he said.
The Chief Minister said, “The Punjab Government has undertaken several other initiatives for the empowerment of women and around 29,000 Self-Help Groups (SHGs) have been formed over the past four years, connecting nearly three lakh women with these groups. Interest-free loans amounting to ₹631 crore have also been provided to Self-Help Groups over the past four years and the facility of free travel for women in Punjab Government buses is being provided to women.”

Exhorting the people to come together to celebrate the joy of Punjab’s daughters, the fragrance of Punjabi culture and the rich heritage of the state, CM Bhagwant Singh Mann said, “Let us collectively build a ‘Rangla Punjab’ that is a leader in development while also becoming an example for the world in preserving and celebrating its cultural heritage.”
The Chief Minister said that his government is committed to fostering peace, communal harmony, and brotherhood in Punjab adding that the state government is walking on the path of righteousness shown by great Guru Sahiban, saints, seers and prophets. “The focus of the state government is on empowering the youth of Punjab through high-quality education and skills, enabling them to build a bright future,” he added.
Taking on divisive forces, CM Bhagwant Singh Mann affirmed, “Anything can germinate on the fertile soil of the state but the seeds of hatred can never grow on this sacred land. The great Guru Sahiban have taught us the lesson of communal harmony, peace and brotherhood adding that Punjabis celebrate all their festivals together.”
He pointed out, “Such functions had ceased to take place during the previous regimes due to the apathy of the rulers. The atmosphere has changed after the AAP government has assumed charge in the state and people are enjoying such events.”
The Chief Minister further said that under the Mukh Mantri Sehat Yojna, every family is receiving cashless treatment of up to ₹10 lakh and so far, more than three lakh patients have received cashless treatment worth ₹1,100 crore. “1,090 Aam Aadmi Clinics are operational across the state where around 92,000 people seek treatment every day. These clinics are providing free treatment to the people and the OPDs of these clinics have recorded the footfall of around 6 crore patients,” he noted.
The Chief Minister said, “For the first time in the history of the Punjab canal water has reached the fields of 1,587 villages, who had never seen canal water. Farmers are being supplied power to agricultural fields during the daytime. It is a matter of pride that the state government has spent ₹7,200 crore to ensure canal water reaches every field.”
He said that after he assumed charge, the area under canal irrigation has increased from 26% to 80%. He said that in 2022, only 20 lakh 89 thousand acres received canal water but today, canal irrigation has reached 60 lakh 30 thousand acres.
The Chief Minister pointed out that 45,000 kilometres of roads are being renovated and upgraded for facilitating the residents of the state. The Chief Minister said that since July 2022, around 90% of households have been receiving free electricity and getting zero electricity bills.
“It is a matter of immense pride and satisfaction that more than 69,000 jobs have been given to the youth purely on the basis of merit,” he noted.
